EEA citizens are required to register if their stay exceeds ninety days within a one hundred and eighty-day period.

Residency Entitlement for EEA Citizens

EEA citizens may reside in Hungary for more than 90 days within a 180-day period if they:

  • Stay in Hungary for the purpose of engaging in gainful activity.
  • Possess sufficient resources for themselves and their family members for the entire duration of their stay, ensuring that their residence does not impose an unreasonable burden on Hungary’s social assistance system.
  • Are entitled to health insurance benefits under an insurance relationship or ensure coverage for such benefits themselves.
  • Have been admitted to an accredited educational institution for studies (vocational training, continuing education, or adult education) and are self-sufficient for the entire duration of their stay.

Definition of an EEA Citizen

An EEA citizen is a national of a state that is party to the Agreement on the European Economic Area, excluding Hungarian citizens.

This includes citizens of the European Union, Switzerland, Norway, Iceland, and Liechtenstein.

Validity period

The registration certificate is valid indefinitely as long as the holder has a valid travel document or identity card.

A Residence Card may be issued to a third-country national
who is accompanying or joining an EEA citizen as a family member.

Residence Card – For Family Members of EEA Citizens

A family member of an EEA citizen is entitled to receive a residence card if their stay exceeds 90 days within a 180-day period.

Eligible family members include:

  • The spouse of the EEA citizen;
  • The direct descendant (under the age of 21 or dependent) of the EEA citizen or their spouse;
  • The dependent ascendant of the EEA citizen or their spouse;
  • The registered partner of the EEA citizen, provided the partnership is officially recognized by Hungarian authorities or by the authorities of another EU Member State;
  • Any other person whose entry and residence as a family member is authorized by the competent immigration authority.

The validity of the residence card is aligned with the duration of the EEA citizen’s right of residence. The card may be issued for a maximum of five years.

Permanent Residence Card for Third-Country National Family Members

A person is entitled to long-term residence if they are:

  • A third-country national family member of an EEA citizen who has lawfully and continuously resided in Hungary for five years;
  • A person holding a retained right of residence based on their connection to an EEA citizen, who has lawfully and continuously resided in Hungary for five years;
  • A child born in Hungary to a parent who holds permanent residence.
